Dubai, August 5, 2026 — Dr Emmadi Vishnu Vardhan Reddy, a senior Indian Foreign Service (IFS) officer from Telangana, has been appointed as India’s new Consul General in Dubai. The 2008-batch IFS officer will head the Consulate General of India in Dubai and the Northern Emirates.
Reddy, a native of Warangal district, is an alumnus of AIIMS, New Delhi. Before joining the IFS, he trained as a doctor. He later served in various diplomatic positions across Europe and Latin America, as well as at the United Nations.
He also worked as Regional Passport Officer in Hyderabad and was on deputation to the Telangana state government as Special Secretary for Investment Promotion and External Engagements.
First Telangana-born diplomat in key Dubai role
With this appointment, Vishnu Vardhan Reddy becomes the first official from Telangana to lead India’s Consulate in Dubai. He succeeds Satish Kumar Sivan in the role.
After taking charge, Reddy held his first official meeting with a delegation led by International Council for Innovators and Entrepreneurs (ICIE) chairman Sundeep Kumar Makthala. The discussions focused on boosting India-UAE collaboration in AI, innovation, startups, investment, semiconductors and emerging technologies.
Early priorities
In his first media interaction since taking charge, Reddy acknowledged teething problems in the transition to the new Indian Consular Application Centres (ICACs). He vowed to clear pending Tatkal passport applications and improve processing times for consular services.
Reddy has also met representatives of the Telugu and wider Indian community in Dubai. He listened to their concerns about residency, employment and welfare issues.
